Not a difficult concept at all.
Field hockey has the equivalent, if a ball hits an outfield player on the foot/leg accidentally. Easily officiated, even by lower level umpires.
Playing a ball onto a players foot deliberately in hockey, to manufacture a foul, is itself a foul. No reason that deliberately kicking a ball onto a players arm in football, can't be a foul.

That's a bloody stupid rule and goes against the spirit of the game. Expect to see lots more players deliberately flicking balls to defenders hands in the box for penalties.

Football is such an uncomplicated game... that's why it's the game of choice for the thickos... like Bolty... so why try and complicate it and make it like Rugby Union... you know the game where all the football thickos have not got a clue as to what is happening in front of their very eyes...
